Маргарет Хамфрис: от социальной работницы до марионетки британской политики примирения (1980-2010-е гг.)

Аннотация

Цель исследования – проследить эволюцию деятельности Маргарет Хамфрис в контексте государственной политики примирения в Великобритании и Австралии от одиночного расследования 1986 года до участия в официальных церемониях извинений 2009-2010 годов, определить ее влияние на признание трагедии британских детей-мигрантов. На основе анализа парламентских отчетов, материалов расследования IICSA (2018) и официальных документов реконструирован путь Хамфрис от рядовой социальной работницы до неотъемлемого элемента государственной политики примирения. Научная новизна состоит в выявлении двойственной роли Хамфрис: с одной стороны, как инициатора пересмотра государственной политики и создателя институционального механизма воссоединения семей; с другой – как структурного элемента управления исторической памятью, легитимировавшего ограниченное признание вины. В результате исследования установлено, что деятельность Хамфрис способствовала официальному признанию трагедии и восстановлению идентичности тысяч пострадавших, однако ее авторитет был использован правительствами для символической «отработки» травматического прошлого без полных компенсационных обязательств.
