PEACEFUL RHETORIC AND PREPARATIONS FOR THE WAR: THE GERMAN-BRITISH NAVAL RELATIONS IN MAY 1912 - JULY 1914

Abstract

The paper analyses the German-British naval relations over the period from late May 1912 to July 1914. The authors aim to prove that after a private visit of the British War Secretary R. Haldane to Berlin on May 22, 1912 when they failed to sign the interstate agreement on the fleet, both sides formed clear intention to resolve the existed contradictions by force. In public, they stuck to peaceful rhetoric, yet it was not translated into concrete actions but served as a kind of camouflage for military preparations. This conclusion is justified by irrefutable evidence, without even mentioning the fact that on August 4, 1914, the war broke out.
