Crisis phenomena in the housing sector in the Far East: features of construction development in the Khabarovsk and Primorsky Territories during the perestroika years

Abstract

The aim of the study is to identify the features and main directions of housing policy implementation in the Khabarovsk and Primorsky Territories from 1985 to 1991 through the analysis of adopted regulatory legal acts related to this field, as well as the examination of archival documents directly reflecting the course of reforms in these regions during the perestroika years. The research established that housing policy is an integral part of state policy aimed at creating conditions for providing the population with decent and affordable housing. The study analyzes housing policy, including resolutions of the CPSU Central Committee and the government, laws and their impact on housing construction during perestroika, as well as archival documents that allow insight into the reforms conducted directly in the studied regions. The author elucidates the concept of housing policy, examines how housing construction was carried out in the Khabarovsk and Primorsky Territories, the challenges faced by local authorities, and the outcomes as of 1991. The scientific novelty of the research lies in that through an analytical review of regulatory legal acts and archival materials related to housing policy during perestroika, the main construction methods implemented in the studied regions were identified, existing problems in the field were determined, and the ways these issues were addressed were revealed. The study identified the key problems encountered by authorities in providing housing to citizens in the Khabarovsk and Primorsky Territories, clarified how reforms in the housing sector were carried out, and concluded with an assessment of the results of the reforms as of 1991.
